How does the invoicing process work?

Once a signed agreement is in place with ENERGYWERX (ENWX), the company will be set up with access to the Invoicing portal with ENERGYWERX (ENWX). The breakdown of the invoicing structure will be defined in each agreement and is structured based on Milestones with specific deliverables. Once those deliverables are met, an invoice will be submitted notifying ENERGYWERX of completion of that Milestone. Invoices are then routed through an approval process and processed on a NET30 timeline.

Is the agreement with ENERGYWERX or DOE?

The agreement will be a Business to Business (B2B) agreement with ENERGYWERX comprised of a “Terms and Conditions Agreement” (TCA) portion and appendices, referred to as Exhibits. Exhibit A includes a table which identifies all applicable provisions (as identified by DOE) as well as the “Statement of Effort” (SOE), which documents the specific requirements, deliverables, and payment structure, as defined by the Sponsoring Office. The SOE will clearly lay out the deliverables and invoicing milestones of the firm fixed price award.

What is a PIA?

The Department of Energy (DOE) is currently running a Partnership Intermediary Agreement (PIA) Pilot with DEFENSEWERX (DWX), resulting in the establishment of ENERGYWERX (ENWX) to serve as the Energy Innovation Hub in support of DOE’s Opportunities. ENERGYWERX (ENWX) as the Partnership Intermediary (PI) increases cooperative and joint activities between DOE and small business firms, industry manufacturers, academia, nonprofits, non-traditional performers, and innovative collaborators, enabling the rapid development, scaling, commercialization, and deployment of relevant technologies and solutions. What does ENERGYWERX do? Is this a FOA?

This is not a FOA. This is a Partnership Intermediary Agreement (PIA) between the Department of Energy (DOE) and DEFENSEWERX (DWX), a non-profit contractor, which established ENERGYWERX (ENWX) to act as a partnership intermediary (PI) between DOE and small businesses, small/medium manufacturers, state/local governments, academia, tribal organizations, nonprofits, and other entities that do not typically work with the US government (USG) or DOE. The intermediary supports DOE on specific types of opportunities so that DOE can more adeptly and nimbly engage with these types of entities. The process for outreach and application is streamlined to facilitate successful participation by these types of entities to have a collegial collaborative experience with DOE and to provide them access to available opportunities. ENERGYWERX (ENWX) conducts candidate research, outreach, engagement, and coordination for the webinars, application, and selection processes as well as negotiating simplified agreements for Selectee participation. Once each opportunity moves into the executed Operations stage, ENERGYWERX (ENWX) is the facilitator for meetings, invoicing, reporting, and other program management activities.
